Producers and importers of electrical and electronic equipment in Denmark are subject to producer responsibility and are thereby under the duty to register with DPA-System. This registration – and the producer responsibility – has certain economic implications. Overall, these are a fee for registration and administration of certain tasks in connection with producer responsibility, costs relating to provision of financial guarantee, and expenses/revenues associated with management of WEEE.
All registered producers and importers must pay a fee to DPA-System. This fee consists of a registration fee, a fee for administration of the allocation scheme and other administrative tasks, and a fee for special services – including handling of cases regarding provision of financial guarantee. The fee rates are fixed by the Ministry of the Environment.
For sale of equipment to private users the producer responsibility contains a requirement for provision of financial guarantee. The guarantee covers costs for collection and reprocessing of WEEE. There is no requirement for financial guarantee for marketing of equipment where final users are exclusively professional.
According to the producer responsibility scheme producers and importers must mark their equipment and inform users and reprocessors of equipment on correct disposal and recycling. In addition, the producer responsibility entails a duty to collect WEEE and secure its environmentally correct reprocessing. Duties under the producer responsibility thus entail a number of different administrative tasks and economic obligations.
